To reduce the risk of flooding, droughts, severe weather and other climate change impacts to an acceptable level, significant reductions must be made to our greenhouse gas emissions.

In 1997, the developed countries agreed to binding emissions targets under the Kyoto Protocol. The EU implemented an emission trading scheme to help it reach the targets.
